Fencing in Selby
Selby's blocks sit under the ranges overlay or the Puffing Billy corridor's, and both apply the same fence test to the side boundary as to the front.

Hilly ground and two overlays with one rule
Selby is hilly enough that the road and the Puffing Billy line both curve through it, and the steep Black Hill stands on the eastern side. Its landscape overlay comes in two schedules. Most blocks are under SLO1, the ranges overlay; the land along the railway is under SLO3, which protects the views from the line. For fences the two read the same: any fence needs a planning permit unless it is under 1.8 m and more than 75% see-through.
That catches a paling or sheet-steel side fence, not only a front one. If your property report also shows ESO1, whose fence wording is unclear, ask Yarra Ranges planning before the job is quoted.
VicPlan's free property report names your schedule. Fence permits has the building rules as well.

Backing onto a reserve
Selby has seven reserves, among them Selby Conservation Reserve, Minak Reserve, Myanook Bushland Reserve, Selby Park and a reserve on Black Hill. About a tenth of the locality is park or conservation land. Who holds each reserve isn't in our sources, and it matters: the Crown doesn't contribute to a fence on unalienated Crown land, and a council holding a public park isn't an owner under the Fences Act. In either case the fence is the householder's cost alone.

Wombats, wallabies and the fire overlay
Black wallabies, echidnas, koalas and wombats are often seen in Selby. The state's Land for Wildlife note recommends plain wire over barbed wherever it does the job. The Bushfire Management Overlay covers nearly all of the suburb, so a boundary fence built before 10 September 2009 can have 4 m cleared along it, both sides together, without a planning permit. Clearing a fence line has the conditions.

Past the Selby boundary
- Belgrave
- The township overlay, SLO22, which only governs front fences.
- Kallista, Sherbrooke, Belgrave Heights and Belgrave South
- SLO1, the same rule for every fence.
- Menzies Creek
- Yarra Ranges in the north, Cardinia in the south. Cardinia's hills overlays have no fence trigger, so there the state's fence exemption is the starting point; clearing for it is a separate question.
