Fencing in Belgrave South
Belgrave South has no residential zone on the planning map. It is acreage under the ranges overlay, where a post-and-wire boundary under 1.8 m meets the overlay's test, so the overlay doesn't require a planning permit for it.

Green Wedge and conservation land
Belgrave South sits in the foothills, mostly outside Melbourne's urban growth boundary, with Wellington Road along its southern edge. The planning map shows no residential zone at all: about 61% is Green Wedge and 29% Rural Conservation. Most fences here run between larger rural blocks rather than suburban backyards.
On land like this, the Fences Act's sufficient fence between a farm and its neighbour is the farm standard, with the cost shared evenly. Barbed wire beside a road needs a block of 2,000 m² or more used mainly for livestock. Farm fencing explains both.

The ranges overlay on every block
The landscape overlay covers the whole suburb, and the tree site found SLO1 at every point it sampled. Under SLO1 any fence needs a planning permit unless it is under 1.8 m and more than 75% see-through. Post and plain wire under that height meets it. Close mesh may not, and a paling fence doesn't.
ESO1 came up at more than half the points as well. Its fence wording is unclear, so check with Yarra Ranges planning when your report lists it.

Fencing through bush
Baluk Willam Nature Conservation Reserve, 67.5 hectares with more than 70 orchid species, is in Belgrave South. Where a reserve is Crown land or a council park, the Fences Act gives you no neighbour to share the cost with.
Building a new boundary fence between two owners allows native vegetation to be removed to the minimum extent needed, up to 4 m wide in total. Where the Bushfire Management Overlay applies, a fence built before 10 September 2009 can have 4 m cleared along it without a permit. Neither exemption covers an internal paddock fence. Clearing a fence line has the conditions, and the state's Land for Wildlife note prefers plain wire to barbs near habitat.

- SLO1 too, with the same test for every fence.

- The township overlay, SLO22, whose rule is for front fences only.
- Menzies Creek and Emerald
- Partly or wholly Cardinia Shire. Check its zone schedule for a front-fence height; its hills overlays, such as ESO1 and the Puffing Billy corridor's SLO1, have no fence trigger.
