Fencing in Nangana
Nangana is almost all farmland with no town centre, so the Fences Act's farm standard is the one that usually counts.

Fences between farms
Nangana has no post office and no town centre, and 54 people at the last census. Almost all of it, 97%, is Green Wedge farmland. A dividing fence between two farms is shared half each, and the sufficient standard is a farm fence, which the state's example puts as wire and post. Neither owner can start the work without a fencing notice, an agreement or a court order. Farm fencing and dividing fences explain the steps.

Clearing the line
For a new boundary fence between different owners, or to keep an existing fence, the state's native vegetation clause allows clearing to the minimum needed, 4 m wide in total. Internal paddock fences aren't covered. Where the Bushfire Management Overlay applies, on about two fifths of Nangana, a boundary fence from before 10 September 2009 has its own 4 m exemption.
Nearly the whole locality is also under an environmental overlay. Cardinia's overlays in the hills, the Northern Hills ESO1 among them, have no fence trigger, so the state's planning exemption for fences is the starting point for the fence itself. Clearing for it is a separate question: if the exemptions above don't cover your job, ask Cardinia. Your VicPlan property report names the overlays.
