Fencing in Gembrook
Gembrook is the end of the Puffing Billy line, and two thirds of its land is park, where a boundary fence is usually the landholder's cost alone.

Two thirds park
Gembrook covers about 202 km², and around two thirds of that is zoned for parks and conservation, including Kurth Kiln Regional Park, whose old kiln stands about 7 km north of the town. For a private block that backs onto it, the Fences Act offers no neighbour to share with: a council or other body holding a public park or reserve isn't an owner under the Act, and the Crown doesn't contribute for unalienated Crown land. A fence there is usually paid for by the landholder alone.

Dairy, orchards and vines
The district was settled in 1873 for farming and timber, on land suited to dairying and orchards, and it now has several wineries. Most private land is rural conservation or Green Wedge farmland. Between a farm and a neighbour's house land, the sufficient dividing fence is the farm standard, and the two owners split it equally. On a livestock block of 2,000 m² or more, barbed wire may run beside a road; on a smaller block it has to be set back or kept 2 m up. Plain wire is kinder to gliders and birds, the state's Land for Wildlife note says. Farm fencing and dividing fences go into the detail.

The heritage places in town
The planning maps list 17 heritage places in Gembrook. The Heritage Overlay can need a planning permit for a fence visible from a street or a public park (a rear lane doesn't count as a street), and Cardinia's schedule says which places that applies to: in Gembrook, HO40, and HO4, the Gembrook line.
Beyond that, check Cardinia's zone schedule for a front-fence height; without one, a fence over 1.5 m within 3 m of the street needs a building permit, or over 2 m on a declared road. Cardinia's hills overlays, the Puffing Billy corridor's SLO1, ESO1 and the vegetation overlays among them, set no fence trigger, so the state's exemption for fences is the starting point. Clearing bush to build one is a separate question. Gembrook also has a little flood-prone land: a fence in the Land Subject to Inundation Overlay needs a planning permit.
VicPlan's free property report shows a heritage listing and every overlay.

Fence lines in the bushfire overlay
More than nine tenths of Gembrook is under the Bushfire Management Overlay. A boundary fence built before 10 September 2009 may have vegetation cleared 4 m wide, both sides together, without a planning permit. Separately, Cardinia's SLO1 and ESO1 exempt vegetation used to build fences on the same land. See clearing a fence line.
