Fencing in Avonsleigh

Avonsleigh is part farmland, part rural conservation land, so the Fences Act's farm standard matters more here than it does in town.

Farms beside rural homes

Avonsleigh is named after J. W. Wright's guest house. Its post office opened as Koenig's in 1902 and took the new name in 1911. About 840 people live here now, on land that is roughly half Rural Conservation Zone and two fifths Green Wedge farmland, with a small pocket of low-density house blocks.

That mix decides what a sufficient dividing fence is. Where farm land meets land used for a house, the Fences Act takes the farm standard as the sufficient one, which the state's own example puts as wire and post. Each neighbour pays half of that, and anyone who wants a paling or panel fence pays the difference. Farm fencing has more on the standard.

Barbed wire and the road

On a block of 2,000 m² or more used mainly for livestock, barbed wire can run along a road or public open space. On smaller blocks it must be set back or kept 2 m up. The state's Land for Wildlife note suggests plain wire wherever it will do, because gliders and birds get caught on barbs.

Cardinia's overlays

Close to nine tenths of Avonsleigh is under Cardinia's northern hills overlay, ESO1, and a strip under SLO1, the Puffing Billy corridor. Neither schedule adds a planning permit for a fence, so the state's fence exemption is the starting point. Removing native vegetation to make room for the fence is a separate question: both schedules let it go for a fence on the same land, but another control can still catch it. A few house blocks also carry a vegetation or design overlay whose fence wording we haven't read, so check those with the council.

The building regulations' default front-fence height is 1.5 m within 3 m of the street, or 2 m on a declared road, unless Cardinia's zone schedule sets its own, so check the schedule.

Most of the suburb is also under the Bushfire Management Overlay, which allows a 4 m strip beside a boundary fence built before 10 September 2009 to be cleared without a planning permit. See clearing a fence line.

VicPlan's free property report names your overlays.
